The State of Missouri is dedicated to building and sustaining a talented workforce that reflects the population of its citizens and the communities it serves, pursuant to Section 36.040 RSMo. The Office of Equal Opportunity (OEO), part of the Office of Administration, strengthens Missouri’s workforce and economy by certifying businesses and promoting equal opportunities for growth and success. OEO is committed to this mission by empowering businesses to drive innovation, create opportunities for all, and foster  economic growth for the benefit of all Missourians.



Businesses of all industries, sizes, and backgrounds play a crucial role in the economic prosperity of Missouri and its communities. OEO furthers economic growth by certifying minority- and women-owned businesses, as required by Section 37.020, RSMo, and service-disabled veteran-owned businesses, under Section 34.074, RSMo.

OEO seeks to enhance the state’s economy by increasing the utilization of Minority, Woman, and Service-Disabled Veteran-owned business participation on state contracts. 

OEO helps to connect certified Minority, Woman, and Service-Disabled Veteran-owned business members with various procurement opportunities across state government.

OEO engages with other partners and stakeholders to better connect our customers with access to information, resources, and capital.
